Odoo implementation cost by country

Odoo costs differ between countries for three reasons: licence prices by market, localisation and e-invoicing effort, and local partner rates. Here is how each one works.

Licences

Odoo Enterprise licence ranges by region

Per user per month in USD, Standard to Custom plan, yearly to monthly billing. Ranges, not quotes. Reviewed 2026-10.

RegionPer user / month (USD)
North America$25–$50
UK / Europe$25–$50
Middle East (GCC)$25–$50
India$13–$25
Asia-Pacific$21–$43
Latin America$19–$38
Africa$19–$38

Odoo Community has no licence fee in any country. Hosting, implementation and support apply to both editions.

Localisation

What each country adds to the project

Tax and e-invoicing rules change often. Confirm current requirements with your accountant.

United States

Sales tax by state and jurisdiction, often handled with a tax service integration; 1099 reporting for contractors.

Canada

GST/HST plus provincial sales taxes, with different rules by province.

United Kingdom

VAT with Making Tax Digital submissions; post-Brexit rules for EU trade.

European Union

VAT with intra-EU rules and OSS for distance sales; e-invoicing mandates vary by country, such as SDI in Italy and France's reform phasing in from September 2026.

Australia

GST and BAS reporting; Single Touch Payroll for payroll.

United Arab Emirates

VAT and corporate tax; mandatory e-invoicing is being introduced in phases.

Saudi Arabia

VAT and ZATCA (Fatoora) e-invoicing, with clearance or reporting depending on the invoice type.

India

GST returns, e-invoicing through the IRP and e-way bills, TDS; branch-wise GSTINs for multi-state businesses.

Mexico

CFDI electronic invoicing stamped through an authorised provider.

Cost drivers

What actually drives implementation cost

01

Scope and processes

The number of apps, processes and exceptions to configure is the largest cost driver everywhere.

02

Localisation and e-invoicing

Countries with real-time e-invoicing or complex tax rules need more setup and testing.

03

Data migration

Volume and quality of data from the old system, and how much history moves.

04

Integrations

Each connected system — web shop, bank, payroll, carriers — adds build and test effort.

05

Customisation

Custom modules cost to build and again at every upgrade.

06

Partner rates

Day rates differ several-fold between regions. Compare proposals on scope and outcomes, not rates alone.

Our advice

Compare scope, not day rates

A cheaper day rate that needs twice the days, or skips data migration and testing, is not cheaper. Send every partner the same requirements brief and compare what each proposal includes.

Our free requirements template and partner scorecard are built for exactly that comparison.

FAQ

Frequently asked questions

Why is Odoo cheaper in some countries?

Odoo prices Enterprise by market, with lower prices in India and several emerging markets. The ranges here use the regional factors in our pricing data and are not quotes.

Can a partner in another country implement Odoo for us?

Yes, and remote delivery is common. Make sure they know your country's localisation, tax and e-invoicing rules, and that working hours overlap enough.

Is Odoo Community the same price everywhere?

Community has no licence fee anywhere. Hosting, implementation and support costs still apply.
